Sergey S. Shirin, associate professor at the Department of International Humanitarian Relations, School of International Relations, St. Petersburg State University.
Born Feb. 24, 1981 in Novgorod. In 2003, graduated from the School of International Relations of St. Petersburg State University, specializing in International Relations (specialization "International academic and cultural contacts"). In 2006, graduated from the graduate school of the School of International Relations of St. Petersburg State University majoring in Political problems of international relations and global development. Thesis - "The role of foreign policy factors in the forming of academic knowledge about American culture in the UK and Germany"
In 2004, certified in Advanced Networking Technologies at the National Institute of Information Technology in New Delhi (India). In 2006, took short-term training programs on "Innovative educational technology" at St. Petersburg State University, and on "Innovative Technologies in Higher Education" at the University of Twente (the Netherlands). In 2006-2007, took the course "Introduction to HTML" at the "Internet-university of Computer Science", as well as short-term training course on educational IT-innovations at Stanford University (USA).
Since September 2004, works at the St. Petersburg State University. Currently delivers lectures in courses "New information technologies in the international system (the Internet)", "International Protection of Intellectual Property", and "Cultural Studies", gives seminar lessons on the course "Main problems and prospects of international cultural and academic exchanges" for undergraduate students of the program "International Relations", delivers lectures in courses "New information technologies in the international system (the Internet)" and "Modern information systems and international relations" for the students of the program "Applied information science for international relations", gives lectures and seminar lessons in the course "People"s diplomacy" for graduate students of the MA program "International Humanitarian Relations", has worked out the course "New information technologies in Russia" for the MA program "Russian Studies".
Speaks Russian, German and English.

 Цель курса - осветить вопрос развития современных информационных технологий (прежде всего, интернета) в контексте современной системы международных отношений. Для достижения этой цели в ходе курса решается ряд задач: Во-первых, дается общий обзор современных сетевых технологий в целом и технологий интернета, в частности. Во-вторых, изучаются актуальные для современной системы международных отношений направления международного взаимодействия по вопросу развития современных информационных технологий (прежде всего, интернета). В-третьих, анализируются современные информационные технологии как инструмент профессиональной деятельности эксперта в области международных отношений. - Sergey Shirin Information Analysis: Practical Work. The course "New information technologies in Russia" is intended for students of the MA <br>programme "International relations". The course views key social, political and other humanitarian aspects, as well as trends of the development of new information technologies in Russia, and the possibilities for international cooperation in this field.<br>Aiming for the said, the course structure includes (i) the introductory class discussing <br>general definitions, (ii) three parts viewing, respectively, the Russian Federation"s policy relating to IT, interference of informatization and political culture in the Russian society, and social aspects of web-based humanitarian information technologies in Russia, and (iii) the final class discussing those of course issues the students faced most of difficulties with. In context of the course, we consider as web-based humanitarian information technologies the technologies used in interactive webВВbased information systems that have no single author and developer; the manner and matter of these systems are defined by an unlimited number of users, and at present, these systems are at their peak. - Sergey Shirin Key methodological aspects of research in European education area
Целью дисциплины является подготовка магистрантов к самостоятельной оценке перспектив процессов образовательной интеграции в современном мире и перспективных форм и направлений исследований таких процессов. В результате изучения дисциплины магистрант владеет понятийным аппаратом исследований европейского образовательного пространства, способен определить особенности подходов различных научных дисциплин и направлений к исследованию европейского образовательного пространства, обладает определенным уровнем компетентности в вопросах истории образования, истории формирования современных образовательных систем Европы, актуальных проблем их реформирования, может оценить роль европейской образовательной интеграции в развитии современных международных отношений, имеет представление об актуальном состоянии исследований европейского образовательного пространства.
